Eastern European company NS Bikes just put out an updated version of their Surburban frame called the Traffic.  It's got the same geometry as the high-end Majesty frame, but uses less complicated welds and tubing to keep the price down. Built out of Japanese 4130 chromo the Traffic is a solid ride. These are finally available in the US through distributor BTI - meaning any local bike shop can order you one.
